A method and apparatus are provided for providing a multimedia broadcast/multicast service (MBMS) to a user equipment (UE) by a base station in a mobile communication system. The method includes transmitting, to a terminal, a first message including first information about a scheduling period and an offset; transmitting, to the terminal, control information notifying of a change of a second message; transmitting, to the terminal, the second message including second information about at least one multimedia broadcast/multicast service (MBMS), based on the first information about the scheduling period and the offset; and transmitting, to the terminal, data of the at least one MBMS. The second information about the at least one MBMS includes an identification of the at least one MBMS.

A method for transmitting terminal capability information in a communication system supporting a plurality of carriers is provided. The method includes transmitting a control message including terminal capability information, wherein the terminal capability information includes at least one of an information element (IE) indicating whether to support a multi-bearer, an IE indicating whether to support a secondary cell group (SCG) bearer, or an IE indicating whether to support dual connectivity (DC).

A method and apparatus for controlling Discontinuous Reception (DRX) by a User Equipment (UE) in a wireless communication system is provided. The UE receives a DRX configuration parameter from an evolved Node B (eNB), and determines whether to start an on-duration timer based on the DRX configuration parameter, after a change in DRX cycle is completed in a subframe, thereby preventing system performance degradation caused by transmission mismatch between the eNB and the UE.

Methods and apparatus are provided for reporting a Power Headroom (PH) of a User Equipment (UE) in a wireless communication system having a plurality of aggregated uplink carriers. A method includes receiving a configuration message to configure at least one uplink carrier; triggering a power headroom report (PHR) for a first uplink carrier if a predetermined event occurs; detecting an allocation of an uplink transmission resource for the PHR; identifying whether the first uplink carrier for which a power headroom (PH) is to be determined is different from a second carrier to which the uplink transmission resource is allocated; determining the PH based on a first pathloss associated with the first uplink carrier, if the first uplink carrier is different from the second carrier; and transmitting the PHR generated based the determined PH.

The present invention relates to a method and device for receiving a multimedia broadcast multicast service (MBMS) in a mobile communication system. The method for receiving the MBMS of a terminal in the mobile communication system according to an embodiment of the present invention is characterized in that it includes: determining whether service area ID (SAI) information on a serving cell is broadcast during the MBMS; receiving the SAI information on the serving cell when it is determined that the SAI information is broadcast; determining, by using the received SAI information of the serving cell, whether an SAI of the MBMS matches the SAI of the serving cell; and changing the cell reselection priority of the frequency of the serving cell to the highest priority if it is determined that the SAI of the MBMS matches the SAI of the serving cell.

Methods and apparatuses are provided for controlling an uplink transmission power in wireless communication system. Information is received indicating a reference downlink carrier among a plurality of downlink carriers for measuring a pathloss. The pathloss of the indicated reference downlink carrier is measured. A transmit power control (TPC) command is received. The uplink transmission power is determined based on the TPC command and the measured pathloss. Data is transmitted using the determined uplink transmission power.

Methods and apparatuses are provided for establishing time alignment by a terminal in a mobile communication system. Information for identifying a preamble on a downlink control channel is received from a base station. The preamble is transmitted based on the information for identifying the preamble. A response message including timing adjustment information, information for a channel quality indicator (CQI) request, and an identifier of the terminal is received on a downlink shared channel from the base station. The time alignment is established based on the timing adjustment information included in the response message. A CQI is transmitted based on the information for the CQI request.

An apparatus and a method are provided for receiving data in a communication system. Information is received representative of a number of processes of a persistent resource allocation and a persistent resource allocation interval. Data is received in a new transmission based on the received information. A HARQ process ID is calculated using the number of processes of the persistent resource allocation, the persistent resource allocation interval, and time information. Control information including the HARQ process ID is received. Data is received in a retransmission, based on the control information including the HARQ process ID. The data received in the new transmission and the data received in the retransmission are combined. The combined data is decoded.
