Abstract: A video coding mechanism is disclosed. The mechanism includes receiving a bitstream comprising a plurality of sub-pictures partitioned from a picture such that a union of the sub-pictures covers a total area of the picture without overlap. The bitstream is parsed to obtain the one or more sub-pictures. The one or more sub-pictures are decoded to create a video sequence. The video sequence is forwarded for display.

Abstract: A method of decoding a coded video bitstream implemented by a video decoder is provided. The method includes the video decoder receiving the coded video bitstream, the coded video bitstream containing a gradual decoding refresh (GDR) flag corresponding to a coded video sequence (CVS); determining, by the video decoder, whether a GDR picture is present in the CVS based on a value of the GDR flag; initiating, by the video decoder, decoding of the CVS at the GDR picture when the value of the GDR flag indicates that the GDR picture is present; and generating, by the video decoder, an image according to the CVS as decoded. A corresponding method of encoding implemented by a video encoder is also disclosed.

Abstract: A video coding mechanism is disclosed. The mechanism includes receiving a sub-bitstream including: a sub-picture of a picture partitioned into a plurality of slices including a first slice, a parameter set associated with the picture and the sub-picture, and a slice header associated with the first slice. The parameter set is parsed to obtain an identifier and a length of a slice address of the first slice. A slice address for the first slice is determined from the slice header based on the identifier and the length of the slice address. The sub-bitstream is decoded to create a video sequence of sub-pictures including the first slice. The video sequence of sub-pictures is forwarded for display.

The method includes obtaining a reference picture list structure for a current slice represented in the coded video bitstream; constructing a reference picture list for the current slice based on the reference picture list structure such that a number of entries in the reference picture list and an order of the entries in the reference picture list are both the same as in the reference picture list structure, wherein the reference picture list contains a plurality of active entries and a plurality of inactive entries; and obtaining, based on at least one active entry of the reference picture list, at least one reconstructed block of the current slice.

Abstract: A video coding mechanism is disclosed. The mechanism includes receiving a bitstream comprising a plurality of coded sequences of point cloud coding (PCC) frames. The plurality of coded sequences of PCC frames represent a plurality of PCC attributes including geometry, texture, and one or more of reflectance, transparency, and normal. Each coded PCC frame is represented by one or more PCC network abstraction layer (NAL) units.
The mechanism also includes parsing the bitstream to obtain, for each PCC attribute, an indication of one of a plurality of video codecs used to code the corresponding PCC attribute. The mechanism also includes decoding the bitstream based on the indicated video codecs for the PCC attributes.-

Abstract: A video coding mechanism is disclosed. The mechanism includes receiving a bitstream comprising a first adaptation parameter set (APS) network abstraction layer (NAL) unit including an adaptive loop filter (ALF) type, a second APS NAL unit including a scaling list type, a third APS NAL unit including a luma mapping with chroma scaling (LMCS) type, and a slice. The mechanism further includes obtaining ALF parameters from the first APS NAL unit, obtaining scaling list parameters from the second APS NAL unit, and LMCS parameters from the third APS NAL unit. The mechanism further includes decoding the slice using the ALF parameters, the scaling list parameters, and the LMCS parameter. The mechanism further includes forwarding the slice for display as part of a decoded video sequence.

The mechanism includes receiving a bitstream including a plurality of picture parameter sets (PPSs) and a plurality of pictures at a plurality of picture sizes. A first picture size of a first picture is determined from a first PPS. The first picture is decoded at the first picture size to create a decoded reference picture. The decoded reference picture is stored in a decoded picture buffer. A second picture size of a second picture is determined from a second PPS. The second picture references the decoded reference picture according to inter-prediction. The decoded reference picture is scaled from the first picture size to the second picture size. The second picture is decoded at the second picture size based on the decoded reference picture at the second picture size.
