A method of distributing a security key context, where the method includes receiving, by a mobility management entity, a first indication from a primary base station, where the first indication is used for requesting a path switch from the mobility management entity and indicating that the path switch is triggered by carrier aggregation between base stations, processing the path switch according to the first indication, and keeping, according to the first indication, the security key context for the path switch unchanged, and sending a second indication to the primary base station, to indicate the primary base station to keep the security key context unchanged, or sending a third indication to the primary base station, to indicate the primary base station to acquire a quantity of times of reversal of a next hop chaining counter in the security key context.

The present invention discloses a migration method and an apparatus, which relate to the field of communications technologies and are invented for implementation of proper configuration of different network resources. The method includes: sending, by a base station of a first network, information to a user equipment, where the information is used for: migrating, by the user equipment, from a second network to the first network, where the user equipment is in an idle state relative to the first network; or determining, by the user equipment, whether to migrate from the first network to the second network, where the first network is a 3GPP network, and the second network is a non-3GPP network. The present invention is mainly applied to a process of network migration of the user equipment.

Embodiments of the present invention relates to a wireless network handover method, a base station and a user equipment. The wireless network handover method includes: sending, by a source base station, a handover request to a target base station, where the handover request includes information about a candidate wireless fidelity access point Wi-Fi AP; and sending, by the source base station, a wireless resource control RRC connection reconfiguration message to a user equipment UE, where the RRC connection reconfiguration message is used to instruct the UE to hand over from the source base station to the target base station, and the RRC connection reconfiguration message includes information that is about a target Wi-Fi AP and obtained by the target base station according to the information about the candidate Wi-Fi AP.

Example communication methods and apparatus are described. One example method includes determining, by a terminal device, that a connection failure occurs between the terminal device and a first cell, where the first cell is a cell of a first network device. The terminal device determines signal quality of a second cell of a second network device, where both the first network device and the second network device provide communication services for the terminal device. If the signal quality of the second cell is greater than or equal to a first preset threshold, the terminal device performs a connection recovery process between the terminal device and the first cell by using the second cell.

The method includes: a terminal device receives conditional handover configuration information from a first network device, where the configuration information is used to configure a trigger condition of a conditional handover, and the first network device is a network device to which a serving cell currently accessed by the terminal device belongs. The terminal device determines a first target cell based on the conditional handover configuration information, where the first target cell is a cell in at least one candidate target cell that satisfies the trigger condition.

In one example method, a first communications device receives a data unit from a second communications device, where the data unit includes time information, the time information is used to indicate a first moment at which the second communications device sends the data unit, and the time information indicates the first moment based on a part of bits of a frame number. The first communications device determines a delay from the second communications device to the first communications device based on the first moment and a second moment, where the second moment is a moment at which the first communications device receives the data unit.

Embodiments of this patent application provide a data transmission method and an apparatus for determining, by a core network (CN) device, a length of a quality of service flow identifier (QFI) used when a protocol data unit (PDU) session is established or modified for a terminal device; and sending, by the CN device, a first message to a radio access network (RAN) device, where the first message includes length information of at least one QFI. After receiving the first message from the core network CN device, the access network RAN sends a second message to the terminal device, where the second message includes the length information of the at least one QFI.
