Abstract: A method of determining suitable cell for cell selection or reselection for PNI-NPN (as hosting network) for accessing Localized services is provided. Abstract: A method of backoff timer handling for accessing a hosting network for localized services is proposed. When a UE receives a NAS message from an NPN hosting network with a backoff timer, the UE needs to determine whether it can register to the NPN as a hosting network for localized services while the backoff timer is running. The UE checks the validity information associated with the NPN, e.g., an SNPN/GIN/CAG, and determines whether the UE is still authorized to access the NPN upon/after backoff timer expiry. In one example, if the current time+the remaining length/duration of the backoff timer is longer than the end of the validity time of the NPN, then the UE triggers the network selection (SNPN selection or PLMN selection) and registers to another PLMN, PNI-NPN/CAG or SNPN for access for localized services, or just for normal services (non-localized services).

Abstract: A method of handling updated CAG related configuration is proposed. UE receives an updated CAG related configuration in a DL NAS message via a CAG cell, which broadcasts a list of supported CAG-IDs of the current network. UE may also receive an updated CAG related configuration in a DL NAS message via a non-CAG cell of the current network. The UE examines the list of allowed CAG-IDs in the updated CAG related configuration, determines whether they are supported by the CAG cell, whether they are associated with validity information, whether the validity criteria are met, whether the UE is ONLY allowed to access 5GS via CAG cells, and whether the UE has any emergency PDU session. Depending on the determination, the UE then either enters LIMITED-SERVICE and search for suitable cell in the current network, or enters PLMN-SEARCH state and applies PLMN selection process.

Abstract: A method of handling multi-access (MA) Protocol data unit (PDU) session establishment procedure for an MA PDU session already established with a 3GPP PDN leg is proposed. In one novel aspect, for a 5GS MA PDU session already established on 3GPP access via an EPS PDN connection, upon receipt of a PDU SESSION ESTABLISHMENT ACCEPT message over non-3GPP access, the UE performs a local release of the MA PDU session if any value of at least one of the critical MA PDU session parameters, including the PDU session type, selected SSC mode, 5GSM cause, PDU address, S-NSSAI, and DNN IEs in the PDU SESSION ESTABLISHMENT ACCEPT message is different-from/un-sync/not-matched/not-compatible-with the corresponding stored value of the MA PDU session mapped from the (default EPS bearer of the) PDN connection. The UE also performs a REGISTRATION procedure over non-3GPP access and a TAU procedure over 3GPP access.

Abstract: A method of handling NAS signaling connection release and rejection of paging under transmission failure for MUSIM UE is proposed. UE has established a NAS signaling connection or has received a paging from the network on the first USIM. However, UE has more important job to be started or ongoing on the second USIM. UE then initiates a service request procedure by transmitting a service request to the network, to release the NAS signaling connection or to reject the paging on the first USIM. Due to poor radio signal quality, a transmission failure occurred. In one novel aspect, UE does not restart the service request procedure. Instead, UE locally releases the NAS signaling connection on the first USIM. As a result, UE is able to start the more important job on the second USIM, or the user experience on the second USIM is improved.

Abstract: A method for handling a reactivation request from the network for an MA PDU session with session and service continuity (SSC) mode 3 is proposed. UE determines how to proceed with a PDU session reestablishment procedure for the new MA PDU session based on different scenarios of UE registration and user plane resources of the existing MA PDU session, and/or also based on whether the PDU SESSION MODIFICATION COMMAND message is sent over 3GPP access type or non-3GPP access type.

Abstract: In an aspect of the disclosure, a method, a computer-readable medium, and an apparatus are provided. The apparatus may be a ME/UE. The ME/UE determines whether there is a closed access group (CAG) information list stored in a USIM utilized by the ME. The CAG information list includes an entry that specifying a public land mobile network (PLMN) ID and a CAG ID that in combination uniquely identify a CAG cell. When the CAG information list is detected: the ME/UE maintains the CAG information list for selecting the CAG cell for the ME to access; the ME/UE searches for the CAG cell according to the CAG information list.

Abstract: Methods and apparatus are provided for inter-RAT bearer change for the 3GPP network. In one novel aspect, a bearer termination procedure is performed upon detecting one or more triggering events for the inter-RAT bearer modification. In one embodiment, the UE established the 4G EPS bearer. The UE successfully performs a bearer change from 4G to 3G. Subsequently, the UE detects missing mandatory parameters during inter-RAT bearer change from 3G to 2G in an idle state. The UE performs bearer termination by releasing the PDP context. In one embodiment, the PDP context is locally released. In other embodiments, the UE explicitly releases bearer using the PDP context deactivation procedure. The locally released procedure can be triggered by the UE, or by the network, or by both the UE and the network. The explicitly PDP context release procedure can be triggered by the UE, or by the network, or by both the UE and the network.
