Abstract: Various solutions for single network slice selection assistance information (S-NSSAI) based congestion control with respect to user equipment and network apparatus in mobile communications are described. An apparatus may receive a message with a back-off timer from the network node. The apparatus may determine whether an S-NSSAI of a protocol data unit (PDU) session is provided by the network node. The apparatus may start the back-off timer and associate the back-off timer with the S-NSSAI of the PDU session in an event that the S-NSSAI is provided by the network node.

Abstract: A method of handling multi-access (MA) Protocol data unit (PDU) session establishment procedure for an MA PDU session already established with a 3GPP PDN leg is proposed. In one novel aspect, for a 5GS MA PDU session already established on 3GPP access via an EPS PDN connection, upon receipt of a PDU SESSION ESTABLISHMENT ACCEPT message over non-3GPP access, the UE performs a local release of the MA PDU session if any value of at least one of the critical MA PDU session parameters, including the PDU session type, selected SSC mode, 5GSM cause, PDU address, S-NSSAI, and DNN IEs in the PDU SESSION ESTABLISHMENT ACCEPT message is different-from/un-sync/not-matched/not-compatible-with the corresponding stored value of the MA PDU session mapped from the (default EPS bearer of the) PDN connection. The UE also performs a REGISTRATION procedure over non-3GPP access and a TAU procedure over 3GPP access.

Abstract: A method of handling NAS signaling connection release and rejection of paging under transmission failure for MUSIM UE is proposed. UE has established a NAS signaling connection or has received a paging from the network on the first USIM. However, UE has more important job to be started or ongoing on the second USIM. UE then initiates a service request procedure by transmitting a service request to the network, to release the NAS signaling connection or to reject the paging on the first USIM. Due to poor radio signal quality, a transmission failure occurred. In one novel aspect, UE does not restart the service request procedure. Instead, UE locally releases the NAS signaling connection on the first USIM. As a result, UE is able to start the more important job on the second USIM, or the user experience on the second USIM is improved.

Abstract: A method of enhancing IP packet forwarding feature support after interworking is proposed. When a PDU session in 5GS is transferred to a PDN connection in EPS, the UE shall assume the feature is supported after inter-system change from 5GS to EPS. When a PDN connection is established in EPS, the network indicated that the feature is not supported, and the network provided 5GSM parameters for ESM/5GSM interworking for this PDN connection, then UE shall assume the feature is supported after inter-system change from EPS to 5GS, the UE shall also assume the feature is supported after inter-system change from 5GS back to EPS. The IP packet forwarding features include PS data off and local IP address in TFT.

Abstract: A method for evaluation of UE route selection policy (URSP) rules is proposed. URSP is used by a UE to determine if a detected application can be associated to an established PDU session, can be offloaded to non-3GPP access outside a PDU session, or can trigger the establishment of a new PDU session. The UE first finds a non-default URSP rule with a matching traffic descriptor to the application. Then, the UE selects a route selection descriptor including a preferred access type from a list of RSDs of the non-default URSP rule. After that, the UE matches or establishes a Protocol Data Unit (PDU) session for the application by ignoring the preferred access type or using the preferred access type.

Abstract: A method for handling a reactivation request from the network for an MA PDU session with session and service continuity (SSC) mode 3 is proposed. When UE receives a PDU SESSION MODIFICATION COMMAND message which includes 5GSM cause #39 “reactivation requested” for an existing MA PDU session, UE handles the network-requested PDU session modification procedure, and UE re-initiates the UE-requested PDU session establishment procedure with a new MA PDU session ID. UE determines how to proceed with a PDU session reestablishment procedure for the new MA PDU session based on different scenarios of UE registration and user plane resources of the existing MA PDU session, and/or also based on whether the PDU SESSION MODIFICATION COMMAND message is sent over 3GPP access type or non-3GPP access type.

Abstract: A method for UE route selection policy (URSP) rule matching regarding S-NSSAI and PDU session type is proposed. When an application is executed, a UE finds an RSD of a matching URSP rule, and the association of the application with an existing PDU session should have some exceptions. In one example, regarding S-NSSAI, if there's only a single allowed S-NSSAI or the UE is aware of the default S-NSSAI, the UE can associate the PDU session with the application where the existing PDU session is established with an S-NSSAI provided by the UE, but the RSD doesn't include any S-NSSAI. In another example, regarding PDU session type, the PDU session type IPv4v6 in the RSD can match with PDU session type IPv4 or IPv6 of the PDU session, which was established when the UE requested IPv4v6 during the PDU session establishment.

Abstract: In an aspect of the disclosure, a method, a computer-readable medium, and an apparatus are provided. The apparatus may be a ME/UE. The ME/UE determines whether there is a closed access group (CAG) information list stored in a USIM utilized by the ME. Abstract: A method of enhanced error handling for 5G QoS operations is proposed. A PDU session defines the association between the UE and the data network that provides a PDU connectivity service. Each PDU session is identified by a PDU session ID, and may include multiple QoS flows and QoS rules. Within a PDU session, there should be one and only one default QoS rule. The default QoS rule indication (DQR) and the QoS flow identifier (QFI) of a signaled QoS rule should not be changed. Two new 5G session management (5GSM) causes are defined: a semantic error in the QoS operation (cause value #83) and a syntactic error (cause value #84) in the QoS operation. The UE should check the QoS rule provided in a PDU session modification command message for different types of QoS rule errors.

Abstract: A method of QoS rule management with enhanced handling on QoS flow description is proposed. UE checks QoS configuration received from the network for QoS operation errors. When UE receives a QoS rule associated with a specific QFI but has no QoS flow description for the QFI, UE further determines whether the QoS rule is of a GBR QoS flow. If so, UE detects a QoS operation error. If the QoS rule is the default QoS rule, then UE releases the PDU session. If the QoS rule is not the default QoS rule, then UE either rejects a PDU session modification command that carries the QoS rule or deletes the QoS rule carried by a PDU session establishment accept with a 5GSM cause value indicating the QoS operation error.
