    Abstract: Aspects present herein relate to methods and devices for wireless communication including an apparatus, e.g., a UE and/or a base station. The apparatus may receive, from a base station, a logged measurement configuration including a PLMN ID and a NID, the logged measurement configuration further including at least one of a trace reference, a logging area, a MDT PLMN list, or a MDT NPN list. The apparatus may also store the PLMN ID and the NID based on the received logged measurement configuration. Additionally, the apparatus may compare the PLMN ID and the NID to an MDT SNPN list to identify if the PLMN ID and the NID are included in the MDT SNPN list. The apparatus may also transmit, to the base station, an availability indicator if the PLMN ID and the NID are included in the MDT SNPN list.

    Abstract: Various aspects of the present disclosure generally relate to wireless communication. In some aspects, a user equipment (UE) may receive, from a primary cell or a primary secondary cell (PSCell), configuration information for a conditional PSCell addition or change (CPAC), the configuration information indicating configurations for one or more candidate PSCells. The UE may detect a failure, associated with the conditional PSCell addition or change, associated with a first target PSCell from the one or more candidate PSCells. The UE may perform an action to recover the CPAC based at least in part on detecting the failure. Numerous other aspects are described.

    Abstract: Methods, systems, and devices for wireless communication are described. A central unit (CU) of a network entity may receive, from a first user equipment (UE) via a second UE, a connection setup request message for a first UE. The CU may establish UE context information for the first UE at an adaptation layer of the CU, the CE context information based at least in part on communications between the first UE and the network entity via the second UE. The CU may transmit, to a distributed unit (DU) associated with the CU, an indication of a relaying configuration for the first UE connecting to the network entity via the second UE, the relaying configuration comprising multiplexing and forwarding information for a connection between the second UE the DU. The CU may communicate with the first UE via the second UE according to the UE context information and the relaying configuration.

    Abstract: Methods, systems, and devices for wireless communications are described. The described techniques provide for a central unit (CU) and a distributed unit (DU) to communicate information for a network energy savings (NES) related conditional handover (CHO). For example, the CU, which may configure one or more user equipments (UEs) for the CHO, may indicate which UEs are configured to the DU, which may serve the UEs via Layer-1 (L1) signaling. The CU may further indicate which of the configured UEs are to perform the NES related CHO, which may be determined according to measurement reports from the configured UEs. In some examples, the DU may trigger the NES related CHO for UEs associated with measurement reports that satisfy an NES-specific threshold value, which may support the CU and the DU transitioning to the NES mode.

    Abstract: Methods, systems, and devices for wireless communications are described. A user equipment (UE) may measure quality of experience (QoE) metrics and transmit a QoE report that is formatted to be readable by a base station, such that a base station may receive the QoE report and independently perform adjustments associated with the service being utilized by the UE. A UE may receive a configuration message that includes a first configuration for reporting QoE measurements to a base station and a second configuration for reporting QoE measurements to a QoE server. The UE may measure one or more QoE metrics in accordance with the configuration message, and generate a first report for the base station based on the QoE measurements and the first configuration. Upon generating the report, the UE may transmit the first report to the base station in accordance with the first configuration.
