Abstract: Systems, methods, and computer readable media are described for processing content color volume messages. In some examples, video data is obtained. The video data can include video data obtained from a camera, encoded video data, or decoded video data. Content color volume information associated with the video data is processed. The content color volume information is indicative of the content color volume of one or more pictures of the video data. For example, the content color volume information includes a first luminance value associated with a minimum luminance of the one or more pictures, a second luminance value associated with a maximum luminance of the one or more pictures, and one or more chromaticity coordinates of one or more color primaries describing a color gamut of the one or more pictures.

Abstract: A video encoder may be configured to apply a multi-stage quantization process, where residuals are first quantized using an effective quantization parameter derived from the statistics of the samples of the block. The residual is then further quantized using a base quantization parameter that is uniform across a picture. A video decoder may be configured to decode the video data using the base quantization parameter. The video decoder may further be configured to estimate the effective quantization parameter from the statistics of the decoded samples of the block. The video decoder may then use the estimated effective quantization parameter for use in determining parameters for other coding tools, including filters.

Abstract: Techniques and systems are provided for decoding video data. For example, a method of decoding video data includes receiving, by a decoding device, an encoded video bitstream generated according to a first coding protocol, and determining that a base layer is to be provided to the decoding device as part of an external bitstream that is different from the received encoded video bitstream. The external bitstream is provided to the decoding device by an external source and is not provided as part of the encoded video bitstream. The base layer is encoded using a second coding protocol that is different from the first coding protocol. The method further includes determining to ignore a profile, tier, and level syntax structure assigned to the base layer in the video parameter set in response to determining the base layer is to be provided to the decoding device as part of an external bitstream. The profile, tier, and level syntax structure is assigned a zero value based on the base layer being provided as part of the external bitstream. The method further includes decoding the encoded video data of the encoded video bitstream.

Abstract: In general, techniques are described for processing high dynamic range (HDR) and wide color gamut (WCG) video data for video coding. A device comprising a memory and a processor may perform the techniques. The memory may store compacted fractional chromaticity coordinate (FCC) formatted video data. The processor may inverse compact the compacted FCC formatted video data using one or more inverse adaptive transfer functions (TFs) to obtain decompacted FCC formatted video data. The processor may next inverse adjust a chromaticity component of the decompacted FCC formatted video data based on a corresponding luminance component of the decompacted FCC formatted video data to obtain inverse adjusted FCC formatted video data. The processor may convert the chromaticity component of the inverse adjusted FCC formatted video data from the FCC format to a color representation format to obtain High Dynamic Range (HDR) and Wide Color Gamut (WCG) video data.
