Abstract: Hybrid use of dual policies is provided to improve a communication system. In a multiple access scenario, when an inactive user equipment (UE) transitions to an active state, it may be become a burden to a radio cell on which it was previously camping. In some embodiments, hybrid load balancing is provided using a hierarchical machine learning paradigm based on reinforcement learning in which an LSTM generates a goal for one policy influencing cell reselection so that another policy influencing handover over active UEs can be assisted. The communication system as influenced by the policies is modeled as a Markov decision process (MDP). The policies controlling the active UEs and inactive UEs are coupled, and measureable system characteristics are improved. In some embodiments, policy actions depend at least in part on energy saving.

Abstract: Disclosed according to various embodiments is an electronic device comprising: a first communication circuit configured to provide first wireless communication within a first frequency range; a second communication circuit configured to provide second wireless communication within a second frequency range; a processor operably connected to the first communication circuit and the second communication circuit; and a memory operably connected to the processor, wherein the memory has instructions stored therein which cause, when executed, the processor to: establish a channel for communication with a first base station, by using the first communication circuit; receive, from the first base station, a first message containing information about at least one frequency at which to assess a communication status by using the second communication circuit; assess statuses for communication with one or more second base stations, by using the second communication circuit on the basis of the first message; transmit a second message concerning the one or more second base stations to the first base station on the basis of results obtained by the assessment; receive, from the first base station, a third message containing information about a selected second base station and timer information on the basis of the second message; start a timer on the basis of the timer information and then, by using the second communication circuit, assess a status for communication with the selected second base station on the basis of a signal received from the selected second base station; and transmit a fourth message containing information about the selected second base station to the first base station before the end of the timer on the basis of results obtained by the assessment. Various other embodiments found through the specification are also possible.

The memory stores instructions that, when executed by the at least one processor, cause the electronic device to: receive information related to multi radio access technology (RAT) dual connectivity (MR-DC) from a first base station (BS) connected with a first core network, using a first frequency band; transmit a first packet data network (PDN) connectivity request comprising a first identifier among the plurality of identifiers and a second PDN connectivity request comprising a second identifier among the plurality of identifiers to the first BS, using the first frequency band; establish a first PDN session with the first BS and the first core network, in which the first PDN session provides a communication bearer having a first attribute related to the first identifier; establish a second PDN session with the first BS and the first core network, in which the second PDN session provides a communication bearer having a second attribute related to the second identifier; receive from the first BS, a message indicating that the first BS is connected with a second BS; and communicate using signals with the second BS and the first core network through the second PDN session based on at least a part of the message, using the second frequency band.
