Abstract: An apparatus and a method are provided for operating HARQ in a mobile communication system. The method includes receiving a number of HARQ processes of a semi-persistent resource allocation and semi-persistent resource allocation interval information for a first transmission; receiving data in the first transmission at a subframe based on the semi-persistent resource allocation interval information; calculating a HARQ process IDentifier (ID) using the number of HARQ processes of the semi-persistent resource allocation, the semi-persistent resource allocation interval information, and time information; receiving control information including the HARQ process ID on an L1 control channel; receiving data in a retransmission based on the control information including the HARQ process ID; combining the data received in the first transmission and the data received in the retransmission; and decoding the combined data.

Abstract: Methods and an apparatuses are provided for transmitting and receiving signaling information in a digital broadcasting system. A method includes encoding first signaling information for a physical layer to generate a first coded block; encoding second signaling information to generate a second coded block; and transmitting a frame including the first coded block, the second coded block, and at least one physical layer pipe (PLP) data. The first signaling information has a fixed number of bits. The second signaling information has a variable number of bits. The first signaling information comprises information indicating a forward error correction (FEC) type used for the second signaling information. The second signaling information comprises information indicating a modulation scheme of a related PLP, and information indicating a code rate of the related PLP.

A method in a base station includes transmitting, to a terminal, information associated with a number of Control Channel Elements (CCEs) included in control channels; identifying a set of control channel candidates based on an IDentifier (ID) of the terminal and the information associated with the number of CCEs, wherein each control channel candidate includes one, two, four, or eight CCEs; selecting at least one control channel candidate from among the set of control channel candidates; and transmitting the control information to the terminal via the selected at least one control channel candidate.

Abstract: An apparatus and method are provided for feeding back channel quality information and performing scheduling using the fed-back channel quality information in a wireless communication system based on Orthogonal Frequency Division Multiple Access (OFDMA). In the OFDMA wireless communication system, forward performance degradation due to a decrease in an amount of reverse channel quality information is reduced, and also an increase in the reverse load due to channel quality information feedback is suppressed. A base station controls power of a physical channel using information fed back from a mobile station. In a method for feeding back channel quality information from the mobile station, sub-band-by-sub-band channel quality information is measured and channel-by-channel quality information of a number of channels is transmitted in order of sub-bands of better channel quality information. Average channel quality information for a total band is measured and transmitted.

An ACK/NACK signal is received in response to the transmitted data using the identified ACK/NACK resource.

The REGs are allocated based on a time first manner. The mapped control symbols are transmitted on a packet dedicated control channel (PDCCH).
