Abstract: A method and apparatus for configuring a cell in a wireless communication system is provided. A user equipment (UE) receives a radio resource control (RRC) message which includes a configuration for a secondary cell (SCell) and an indication of an initial state of the SCell. The initial state of the SCell is set to either one of an activated state and deactivated state. The UE configures the SCell based on the configuration and the initial state of the SCell.

The UE transmits UL data using the UL grant if the UL data becomes available for transmission when the UE is not in RRC_CONNECTED state and if the I-TAT is running.
