Abstract: Disclosed are a method for partitioning a block and a decoding device. A method for decoding an image comprises the steps of: partitioning one prediction unit, in which an intra prediction is performed in a predetermined intra prediction mode, into a plurality of transform units; and performing the intra prediction for each of the plurality of the transform units on the basis of the predetermined intra prediction mode. Thus, the invention increases the image encoding efficiency.

The residual-related information comprises low frequency non-separable transform (LFNST) index information, showing information relating to non-separable transform for low-frequency transform coefficients of the current block, on the basis of a matrix-based intra-prediction (MIP) flag showing whether or not MIP is applied to the current block. The residual samples are generated from the transform coefficients on the basis of the LFNST index information.

According to the present invention, the decoding method comprises the steps of: entropy-decoding received information; performing inter prediction on a current block based on the entropy-decoded information; and restoring images by using the prediction results, wherein, in the inter prediction step, a skip mode or merge mode is applied to the current block and movement information of the current block may be determined based on the movement information of a neighboring block of the current block.
