    Abstract: A high voltage output monitoring device and system of a power battery comprises a monitoring module, a control module and a central processor module, wherein the monitoring module carries out high voltage output monitoring, pre-charge monitoring and relay switching times monitoring; the control module controls a relay switch; the central processor module carries out processing and analysis of monitor signals, packs relay state signals, sends the packed relay state signals to a battery management system (8), prognosticates a relay health condition, sends alarming signals to the battery management system (8), judges the pre-charge state, controls a high voltage system to be opened or closed, receives the control of the battery management system, and forces the high voltage system to be opened or closed.     Abstract: A method of producing compound nanorods and thin films under a controlled growth mode is described. The method involves ablating compound targets using an ultrafast pulsed laser and depositing the ablated materials onto a substrate. When producing compound nanorods, external catalysts such as pre-deposited metal nanoparticles are not involved. Instead, at the beginning of deposition, simply by varying the fluence at the focal spot on the target, a self-formed seed layer can be introduced for nanorods growth. This provides a simple method of producing high purity nanorods and controlling the growth mode. Three growth modes are covered by the present invention, including nanorod growth, thin film growth, and nano-porous film growth.

    Abstract: Blur is one of the most important features related to video quality. Accurate estimating the blur level of a video is a great help to accurately evaluate the video quality. An improved method is provided for estimating the blur level of videos that are compressed by a block based codec, such as H.264/AVC, MPEG2, etc. According to the invention, local blur detection is based on macroblock (MB) edges, a content dependent weighting scheme is employed to decrease the influence from texture and when detecting local blur, the spreading of detection will stop at local minimum and maximum luminance positions.

The inclusion of a level-shifter and a current front-end improves the linearity of the detector.
