In order to alleviate the configuration required to enable handover each access point controller is assigned to a location area defined in the conventional cellular network. A mobile station entering the mini-cell of an access point sends the access point information concerning the location area for the last cell of conventional network it communicated with. With this information, the access point obtains from a memory (40) the fixed broadband address of the access point controller assigned to this location area. The access point uses this address to establish a connection with the access point controller assigned to handle its current location.

An unlicensed-radio access network connects a mobile station to a conventional cellular core network. The unlicensed-radio access network includes an access controller (30) connected to the core network portion and a plurality of access points (20) connected to the access controller via a broadband packet-switched network. Each access point supports an unlicensed-radio interface permitting communication between mobile stations (10) and the access controller. Both the mobile station and the access controller comprises a first link control module (15, 35) for relaying or generating packet service frames and a second transport protocol module (13, 33). In accordance with the present invention a third, link control module (14, 34) is arranged between the first and second modules for receiving packet service frames from the first link control module, determining a transmission priority assigned to each packet frame and forwarding the packet service frames to the first transport protocol module in an order corresponding to the assigned transmission priority.

The mobile identity can be an International Mobile Subscriber Identity, Temporary Mobile Subscriber Identity, Packet Temporary Mobile Subscriber Identity, private Internet Protocol (IP) address or public IP address. The message can be a registration request, uplink message or a downlink message, such as a Mobility Management message, a General Packet Radio Service Mobility Management message, or a UMA or Unlicensed Radio Resources message.
