    Abstract: Embodiments of this application disclose an access control method, a communications device, and a base station, so that a UE determines, based on a UAC parameter determined based on a CE-level, whether access of the UE is barred, so that a probability that a UE with a large resource consumption amount accesses a communications network system can be controlled. The method in the embodiments of this application includes: determining, by user equipment UE based on a first coverage enhancement level CE-level, a first unified access control UAC parameter corresponding to the first CE-level; and determining, by the UE based on the first UAC parameter, whether access of the UE is barred.

    Abstract: A connection resume request method includes generating, by a terminal, a new access stratum key; sending, by the terminal to a target base station, a connection resume request message requesting to resume a radio resource control (RRC) connection; receiving, by the terminal, a connection resume rejection message from the target base station, wherein the connection resume rejection message indicates that the resuming of the RRC connection is rejected; and resuming, by the terminal, the new access stratum key to a previous access stratum key, wherein the previous access stratum key is an access stratum key that is used, before the apparatus enters an inactive state, by the terminal and the source base station.

    Abstract: This application discloses a communication method and a communications apparatus, and relates to the communications field, to reduce power consumption of a terminal. The communication method includes: determining, by a first network device, first information, where the first information includes type information of a synchronization signal block, and the type information of the synchronization signal block is used to indicate that the synchronization signal block is a cell-defined synchronization signal block or a non-cell-defined synchronization signal block; and sending, by the first network device, the first information to a second network device.     Abstract: This application relates to the field of communications technologies, and discloses a communication method and a communication apparatus, to reduce service delay due to uplink data cannot be directly sent by a terminal when the terminal is in an inactive state. The method in this application includes: receiving a first message from a first access network device; then releasing or suspending a configured dedicated signaling radio bearer SRB and resetting protocol entities corresponding to a configured data radio bearer DRB. The first message is used to indicate to a terminal to enter a radio resource control (RRC) inactive state, and the first message carries an identifier of the terminal in the radio resource control (RRC) inactive state and radio access network notification area (RNA) information.
