    Abstract: A message transmission method and a device are used to accelerate a random access procedure. The method includes: receiving, by a terminal device, a repetition quantity of an uplink message from a network device, in response to determining that a reference signal receive power (RSRP) range of the terminal device is within an RSRP range corresponding to a signal coverage enhancement level 0, wherein the uplink message comprises a third message of a sequence of messages comprised in a random access attempt; calculating, by the terminal device, transmit power based on a power control parameter for the repetition quantity; and sending, by the terminal device, the uplink message to the network device based on the calculated transmit power.

In the method, after sending a first message including uplink data to a network device, a terminal device receives first DCI from the network device, where the first DCI may include first indication information, and the first indication information is used to indicate that the network device has successfully demodulated the first message or used to indicate the terminal device to flush a HARQ buffer corresponding to the first message; and the terminal device may obtain the first indication information from the first DCI, and after obtaining the first indication information, the terminal device determines not to monitor a PDCCH search space within first duration after the first DCI. After sending the uplink data and receiving the first indication information from the network device, the terminal device may not monitor the PDCCH search space within specific duration.

    Abstract: Embodiments of this application provide a method for receiving and sending a reference signal, an apparatus, and a system, so that a network device can correctly demodulate uplink data of different terminal devices of a same cell. This solution is applicable to a wireless communications system including a first cell. The first cell includes a plurality of terminal devices that can transmit uplink data on a same time-frequency resource. A first terminal device in the plurality of terminal devices determines an index of a first sequence based on a first parameter value, and generates a first reference signal based on the first sequence indicated by the index of the first sequence. Then, the first terminal device sends the first reference signal to the network device. The first parameter value is different from a parameter value corresponding to another terminal device in the plurality of terminal devices.
