Abstract: Embodiments of this application disclose example encoding methods and apparatuses, and example decoding methods and apparatuses. One example method includes encoding a plurality of picture blocks of media content to obtain a plurality of syntax elements; encoding the plurality of syntax elements to obtain a plurality of substreams; and interleaving a plurality of data packets into a bitstream based on target values of the data packets. Each substream includes at least one data packet, and the target value represents an encoding ranking of a target picture block corresponding to the data packet.

Abstract: A video picture prediction method and apparatus are provided, to provide a manner of determining a maximum length of a candidate motion vector list corresponding to a subblock merge mode. The method comprises: parsing a first indicator from a bitstream; if the first indicator indicates that a candidate mode used to inter predict the to-be-processed block comprises an affine mode, parsing a second indicator from the bitstream, where the second indicator is used to indicate a maximum length of a first candidate motion vector list, and the first candidate motion vector list is constructed for the to-be-processed block, a subblock merge prediction mode is used for the to-be-processed block; and determining the maximum length of the first candidate motion vector list based on the second indicator.

Abstract: The present disclosure relates to encoding and decoding of a picture or a plurality of pictures (e.g. video) using a neural network which is partially trained online. Accordingly, at an encoder one or more layers are selected which are to be trained. Then, the training of the neural network is performed in which parameters of the selected layers are updated. The parameters of the remaining layers are maintained and not updated. The updated parameters are provided within a bitstream. The picture(s) is/are also encoded. The decoder receives an indication of the updated parameters, updates only those parameters indicated, and applies the so obtained neural network.

Abstract: This disclosure discloses a method for obtaining a candidate motion vector list, an apparatus, an encoder, and a decoder. The method for obtaining a candidate motion vector list comprises: when a first candidate picture block is encoded/decoded and an inter prediction mode is used, determining whether a reference picture of the first candidate picture block is the same as a reference picture of a current block; and constructing a candidate motion vector list of the current block based on a determining result; when the reference picture of the first candidate picture block is different from the reference picture of the current block, the MV of the first candidate picture block is not used to construct the list. Implementing this disclosure can reduce complexity of a motion information derivation process, and improve coding efficiency.

Abstract: An apparatus for inter prediction of a sample value of a current full-integer pixel of a plurality of pixels associated with a current block of a current frame of a video signal is disclosed. The apparatus is configured to: determine a motion vector of the current full-integer pixel based on a motion compensation model; determine for the current full-integer pixel a corresponding sub-integer pixel in a reference frame; determine positions of a set of corresponding filter support pixels in the reference frame; obtain a respective sample value of the corresponding sub-integer pixel of the current full-integer pixel and the corresponding filter support pixels in the reference frame by applying a bilinear interpolation; and determine the inter predicted sample value of the current full-integer pixel.
