Abstract: A video coding mechanism is disclosed. The mechanism includes receiving a bitstream comprising one or more layers and a scalable nesting supplemental enhancement information (SEI) message. The scalable nesting SEI message includes one or more scalable-nested SEI messages and a scalable nesting output layer set (OLS) flag. The scalable nesting OLS flag is set to specify whether the scalable-nested SEI messages apply to specific OLSs or specific layers. A coded picture is decoded from the one or more layers to produce a decoded picture. The decoded picture is forwarded for display as part of a decoded video sequence.

Abstract: A video coding mechanism is disclosed. The mechanism includes receiving a sub-bitstream including: a sub-picture of a picture partitioned into a plurality of slices including a first slice, a parameter set associated with the picture and the sub-picture, and a slice header associated with the first slice. The parameter set is parsed to obtain an identifier and a length of a slice address of the first slice. A slice address for the first slice is determined from the slice header based on the identifier and the length of the slice address. The sub-bitstream is decoded to create a video sequence of sub-pictures including the first slice. The video sequence of sub-pictures is forwarded for display.

The scalable nesting SEI message contains scalable-nested SEI messages and a scalable nesting all layers flag (all_layers_flag) that specifies whether the scalable-nested SEI messages apply to all layers that have a layer identifier (Id) that is greater than or equal to a layer Id of the current SEI NAL unit. A coded picture is decoded from the one or more layers to produce a decoded picture. The decoded picture is forwarded for display as part of a decoded video sequence.

Abstract: A video coding mechanism is disclosed. The mechanism includes encoding a bitstream comprising one or more layers of coded pictures. A video parameter set (VPS) is also encoded into the bitstream. The VPS includes an each layer is an output layer set (OLS) flag (each_layer_is_an_ols_flag) when all layers specified by the VPS are independently coded without inter-layer prediction. The each_layer_is_an_ols_flag specifies whether each OLS contains only one layer. The bitstream is stored for communication toward a decoder.

Abstract: A method of decoding includes determining, by the video decoder, whether a resolution of a current picture being decoded is the same as the resolution of reference pictures identified by a reference picture list associated with the current picture; enabling, by the video decoder, decoder-side motion vector refinement (DMVR) for a current block of the current picture when the resolution of the current picture is determined to be the same as the resolution of each of the reference pictures; disabling, by the video decoder, the DMVR for the current block of the current picture when the resolution of the current picture is determined to be different than the resolution of either of the reference pictures; and refining, by the video decoder, motion vectors corresponding to the current block using the DMVR when the DMVR flag is enabled for the current block.

Abstract: A method of decoding implemented by a video decoder is provided. The method includes receiving a bitstream including a sequence parameter set (SPS) containing a first flag and an indicator of a length of a picture order count (POC) most significant bits (MSB) value when present in a header referring to the SPS, where a value of the first flag specifies that a second flag is present in the header referring to the SPS, and where a value of the second flag specifies that the POC MSB value is present in the header; determining a POC value based on the POC MSB value; identifying a picture from the bitstream based on the POC value; and decoding the picture to obtain a decoded picture.
