The WSi film is formed in such a manner that the average deposition rate of the WSi film deposited on the substrate is equal to or higher than an average deposition rate at the limit of discharge maintenance in sputtering and 35 Å/s or less.

A vertical filtering unit performs the vertical direction analysis filtering, using coefficients read out from the first and second buffers.
