    Abstract: A data transmission method, device, and system are disclosed. A specific solution includes: sending, by a base station, an NPSS to UE by using a first subframe in a first radio frame and a first subframe in a second radio frame, where the first radio frame and the second radio frame are consecutive, and both the first radio frame and the second radio frame use a TDD uplink-downlink subframe configuration; sending, by the base station, an NPBCH to the UE by using a second subframe in the first radio frame and a second subframe in the second radio frame; sending, by the base station, an NSSS to the UE by using a third subframe in the first radio frame; and sending, by the base station, a SIB1-NB to the UE by using a third subframe in the second radio frame.

In a method for determining a carrier center frequency, a carrier center frequency used by a base station and UE to communicate is determined according to a frequency band starting frequency, an absolute radio frequency channel number, a frequency band offset, and a relative radio frequency channel number. According to a solution provided in this application, a time for searching for a cell by a terminal can be reduced, power consumption of the terminal can be reduced, and a battery life can be extended.

    Abstract: A synchronization method includes generating, by a first device, a synchronization by way of orthogonal frequency division multiplexing (OFDM). The synchronization signal includes one or more of a first signal or a second signal. The first signal is used to determine a time domain start position occupied by data sent by the first device to a second device. The second signal is used to determine a frequency at which the second device sends data to the first device. The synchronization method also includes sending, by the first device, the synchronization signal to the second device.
