The method for producing the thermoplastic resin composition containing ultrafine particles includes mixing a metal-containing organic compound with a thermoplastic resin; and then heating the resulting mixture at a temperature of not lower than the decomposition starting temperature and lower than the complete decomposition temperature of the metal-containing organic compound to produce a composition containing ultrafine metal particles and/or ultrafine metal oxide particles having a number-average particle size of 0.1 to 80 nm dispersed in the thermoplastic resin.

The present invention provides flame retardants which can provide high flame retardancy by means of silicon compounds.A flame retardant comprising an aromatic group-containing organosiloxane compoundwherein said compound has the following mean composition formula (1), does not flow at 23° C., flows at 200° C., does not gelate when heated at 200° C. with stirring for 30 minutes, has a number average molecular weight of not less than 2,000 and at the same time, dissolves not less than 100 g in 1 L of a solvent toluene at 23° C.: R1mR2nSiO(4-m-n)/2 (1) in the formula, R1 represents a univalent aliphatic hydrocarbon group containing 1 to 4 carbon atoms; R2 represents a univalent aromatic hydrocarbon group containing 6 to 24 carbon atoms; R1 and R2 each may contain two or more species; and m and n are numbers satisfying 1.1≦m+n≦1.7 and 0.4≦n/m≦2.5.

A flame retardant which comprises a polymer comprising silicon, boron and oxygen, having a skeleton substantially formed by a silicon-oxygen bond and a boron-oxygen bond and having an aromatic ring within the molecule. A flame retardant resin composition which contains 100 parts by weight of a resin and 0.1 to 50 parts by weight of the above flame retardant.

A method for manufacturing a steel article having a high toughness and a high strength, which comprises the steps of:using a material comprising:carbon: from 0.020 to 0.049 wt. %,silicon: from 0.10 to 1.00 wt. %,manganese: from 1.00 to 3.50 wt. %,chromium: from 0.50 to 3.50 wt. %,where the total amount of manganese and chromium being from 2.50 to 6.00 wt. %,vanadium: from 0.02 to 0.20 wt. %,aluminum: from 0.01 to 0.05 wt. %,andthe balance being iron and incidental impurities, where, the amount of nitrogen as one of the incidental impurities being up to 0.006 wt. %;heating the material to the austenization temperature region;hot-working the material in the austenization temperature region to prepare a steel article; andcooling the steel article thus prepared from the austenization temperature region to a temperature of or lower than 300.degree. C. at a cooling rate of from 2.degree. to 100.degree. C./second, thereby imparting a high toughness and a high strength to the steel article.
