    Abstract: This application provides a method to improve resource utilization efficiency of an uplink control channel that carries feedback information. A terminal device receives one or more downlink channels carried in one or more first time units, the first time units belonging to in a time unit set; determines a second time unit for carrying feedback information corresponding to the downlink channels according to a first association relationship between the time unit set and the second time unit; determines a first codebook; and sends uplink control information including the first codebook in the second time unit. When one of the downlink channels is received in first time units that belong to a subset of the time unit set, and there is a second association relationship between the subset of the time unit set and the second time unit, the first codebook includes only feedback information corresponding to the downlink channel carried in the first time units in the subset.

The method includes obtaining a first modulation and coding scheme offset value used to multiplex first uplink control information on a physical uplink shared channel, where the first modulation and coding scheme offset value is less than 1, and mapping, according to the first modulation and coding scheme offset value, the first uplink control information to a resource for the physical uplink shared channel, to transmit the first uplink control information to a network device using the resource for the physical uplink shared channel.

    Abstract: This application provides a method for multiplexing uplink control information, and relates to the wireless communications field. When a resource of a first uplink control channel that carries first HARQ-ACK information does not overlap a resource of a second uplink control channel that carries second HARQ-ACK information in time domain, but a resource of a third uplink control channel that carries an SR/CSI overlaps both the resource of the first uplink control channel and the resource of the second uplink control channel in time domain, a base station and UE determine, based on a format of the first uplink control channel, a format of the second uplink control channel, and a format of the third uplink control channel, that third HARQ-ACK information and first UCI are multiplexed for transmission, where the third HARQ-ACK information is the first HARQ-ACK information or the second HARQ-ACK information.
