Abstract: A user terminal has a function of device-to-device (D2D) communication, and determines whether it is in a radio resource control (RRC) idle mode, receives a system information block (SIB) broadcasted by the base station in the RRC idle mode, where the SIB includes resource information indicating usable radio resource and power information for controlling transmission power used in transmitting data to other user equipment by the D2D communication, and determines radio resources and power used to transmit the data based on the resource and power information. In another aspect, a base station is configured to broadcast the SIB.

Abstract: In a communication method, a user equipment receives system information broadcast from a current serving cell of the user equipment and indicating frequencies different from a frequency of the current serving cell, the user equipment receives a paging signal from the current serving cell that is different from the system information and includes a request message requesting the user equipment to perform frequency redistribution in which the user equipment selects a target frequency, and performs the frequency redistribution in response to receiving the paging signal including the request message. Performing the frequency redistribution comprises the user equipment measuring quality of the frequencies included in the system information received from the current serving cell in response to receiving the paging signal including the request message, and selecting the target frequency based on a result of the measuring. The user equipment reselects a serving cell on the selected target frequency.

Abstract: A user terminal according to an embodiment includes a receiver that receives a list transmitted from a base station, the list including discovery resource configurations; and a controller that selects a discovery resource configuration from among the discovery resource configurations, and uses the selected discovery resource configuration to directly transmit a discovery signal to other user terminals. Each of the discovery resource configurations includes: time resource information indicating time resources used for transmitting a discovery signal and including a variable number substituted into a mathematical expression; frequency resource information indicating frequency resources used for transmitting the discovery signal and including a range of continuous resource block numbers; and power information indicating transmission power used for transmitting the discovery signal.

Abstract: A communication method according to an embodiment, comprising: transmitting, from a base station to a radio terminal, a list indicating association between an identification of a logical channel group and a priority; generating, by the radio terminal, a buffer status report for direct communication; and transmitting, from the radio terminal to the base station, the buffer status report. The buffer status report includes an index of an destination identifier, an identifier of the logical channel group, and a buffer amount associated with the identifier of the logical channel group. In the generating the buffer status report, the radio terminal generates the buffer status report based on the list.

Abstract: A radio base station according to an embodiment is a radio base station configured to use a specific frequency band which includes a plurality of component carriers having a predetermined bandwidth and which is allowed to be utilized by a plurality of network operators or a plurality of communication systems. The radio base station comprises: a controller configured to select, from among the plurality of component carriers, a target component carrier in which a reference signal used in the specific frequency band should be transmitted; and a transmitter configured to use the target component carrier to transmit the reference signal. The controller selects, as the target component carrier, a first component carrier that satisfies a first condition. The first condition is that an interference power amount falls below a predetermined threshold value.

Abstract: A radio base station and method comprise transmitting a message including measurement parameters to a radio terminal being in a connected state, and receiving measurement results of radio environment, location information, and a time stamp from the radio terminal in response to the radio terminal transitioning from an idle state to a connected state, the measurement results being measured by the radio terminal during the idle state. A network including the radio base station uses the measurement results to detect coverage problems of the network. The measurement results include a first measurement result for a first frequency band measured by the radio terminal in accordance with the measurement parameters, and the measurement results further comprise a second measurement result for a second frequency band measured by the radio terminal during the idle state even when the measurement parameters do not include a measurement instruction for the second frequency band.

Abstract: A communication method according to an embodiment comprises: a step of performing, by a user terminal, a reselection of a target cell to be used as a serving cell from among a plurality of cells operated at different frequencies. The step of performing the reselection of the target cell comprises: a first reselection step of performing, by the user terminal, the reselection of the target cell in a response to reception of a paging signal for requesting the reselection of the target cell from a current serving cell; and a second reselection step of performing, by the user terminal, the reselection of the target cell in a response to a trigger without dependence on the paging signal. In the first reselection step, the user terminal starts measurement of a quality of a measurement target frequency included in system information broadcast from the current serving cell, in response to the reception of the paging signal.
