An operator, detachably attachable to the pedestal, includes a hand wheel operating through a pinion gear to impart translatory movement to a vertically oriented rack. A removable pin is employed to secure the gate, in either a raised or a lowered position, to the pedestal and to maintain the gate in position after removal of the operator.
