The controller obtains a developing gap between the organic photoconductive body and the developer conveying body based on the discharge start voltage detected by the discharge start voltage detection portion, and outputs a developing voltage suitable for the obtained developing gap. Accordingly, the development device having the developing gap detection function detects the developing gap easily and accurately by recognizing the discharge start voltage, and improves image quality by regulating an image forming condition.
