In an idle mode, the receiver receives a paging advertisement message from a Base Station (BS). The interpreter identifies paging group identification information included in the paging advertisement message. The determiner determines one of execution and non-execution of a location update process due to a change of a paging group if the paging group identification information is different from paging group identification information included in a previously received paging advertisement message.

A Radio Network Controller (RNC) in a high speed wireless communication system includes an apparatus to perform method for changing a serving cell in the high speed wireless communication system. The RNC receives UpLink (UL) cell change determination information representing UL channel states from a serving Base Station (BS) and a target BS. The UL is received if a UL soft handover of a Mobile Station (MS) is initiated depending on a DownLink (DL) channel quality of the MS. The RNC can determine UL cell change timing of the MS using the UL cell change determination information. Thereafter, the RNC can send an instruction of a UL cell change of the MS to the serving BS and the target BS.

Disclosed is a method for optimizing forward link coverage in a spread spectrum communication system, e.g., CDMA system. Spread spectrum test communication signals are transmitted from a base station at a known power level, using an antenna having a known beam direction. Orthogonal channel noise is simulated in order to model noise generated by wireless communication traffic existing in an operational communication system of many subscribers. A mobile station receives the test communication signals in a specific region of a cell, and measures signal quality parameters, e.g., RSSI, Ec/Io and a forward frame error rate (FFER), from the received signals and simulated noise. The measured signal quality parameters are compared to respective criteria. Each region is designating as being satisfactorily covered by the base station if the measured signal quality parameters substantially satisfy the criteria. Otherwise, base station equipment is adjusted to modify the transmission of the test communication signals, and the process is repeated.

Whether an ID cell of a sector to which an ID cell has been already allocated inside a minimum unit group for ID cell allocation is the same as the temporary ID cell is determined. Whether PN codes of sectors inside a neighbor list of the selected sector are the same as temporary PN codes determined using the temporary ID cell are determined. When the temporary ID cell is not duplicated and the temporary PN codes are not duplicated, the selected temporary ID cell is allocated as an ID cell of the selected sector.

A method of forward power control in a cellular mobile telecommunication system having a base station and a mobile station, a base station receives an information about the quality of a forward link from a mobile station and controls the transmission power in the forward link. If information about the quality of the forward link is not obtained within a predetermined period due to deterioration in the forward link, the base station changes its parameters of the forward power control. As a result, the digital gain of transmission power of the forward link is increased to improve the deteriorated quality of the forward link and to carry out the forward power control. Simultaneously, the base station decreases the digital gain of transmission power more rapidly to saving a power consumption and to reduce interference to other radio channels.
