An apparatus and method for determining operation of location update in a broadband wireless communication system are provided. The apparatus includes a receiver, an interpreter, and a determiner. In an idle mode, the receiver receives a paging advertisement message from a Base Station (BS). The interpreter identifies paging group identification information included in the paging advertisement message. The determiner determines one of execution and non-execution of a location update process due to a change of a paging group if the paging group identification information is different from paging group identification information included in a previously received paging advertisement message.

The RNC receives UpLink (UL) cell change determination information representing UL channel states from a serving Base Station (BS) and a target BS. The UL is received if a UL soft handover of a Mobile Station (MS) is initiated depending on a DownLink (DL) channel quality of the MS. The RNC can determine UL cell change timing of the MS using the UL cell change determination information. Thereafter, the RNC can send an instruction of a UL cell change of the MS to the serving BS and the target BS.

Whether PN codes of sectors inside a neighbor list of the selected sector are the same as temporary PN codes determined using the temporary ID cell are determined. When the temporary ID cell is not duplicated and the temporary PN codes are not duplicated, the selected temporary ID cell is allocated as an ID cell of the selected sector.

The method includes defining an inherent index for each FA, allocating a preamble PN index to base stations using a reference FA index, defining an inherent offset by each FA for remaining FA indexes, and shifting the preamble PN index allocated to the base stations using the reference FA index by the defined offset, and allocating the preamble PN index to base stations using the remaining FA indexes. The price of a system can thus be lowered by reducing a Peak-to-Average Power Ratio (PAPR) of a preamble, increase the number of FAs that a specific amplifier can amplify, and immediately allocate a preamble PN index when adding a new FA during an operation of a system.

The scheduling method for guaranteeing a QOS traffic rate in a mobile communication system includes calculating a total sum of traffic rates based on a channel change and a total sum of sustained traffic rates; calculating a weighted traffic rate using the traffic rate based on the channel change and the sustained traffic rate when the sustained traffic rate does not meet the QoS traffic rate; and determining a service priority using the weighted traffic rate. Therefore, the minimum reserved traffic rate and the maximum sustained traffic rate can be assured.
