The active substance is present in a multi-component enhancer system consisting of 4 components and each component of the multi-component enhancer system is selected from a different one of the substance groups: a) terpenes, b) cyclic glucitol ethers, c) medium-chain triglycerides of capric and caprylic acid and/or of linoleic acid; and d) longer-chain alcohols having a chain length of 8 or more carbon atoms.
