The method includes: receiving a scheduling instruction for data transmission from a network device, wherein the scheduling instruction indicates that cross-carrier scheduling/cross-carrier transmission occurs in a current data transmission; and determining a number of channel repetition transmissions for the current data transmission based on a number of channel repetition transmissions of an original carrier and/or a target carrier; wherein the cross-carrier scheduling includes that the network device transmits the scheduling instruction on the original carrier and instructs a terminal to perform data transmission on the target carrier, and the cross-carrier transmission includes that the network device transmits the scheduling instruction on the original carrier and instructs the terminal to perform data transmission on the original carrier and the target carrier.
