The cylindrical member includes a cylindrical portion of which at least one end in a direction corresponding to an opening direction of the cylindrical portion is opened, and holes formed in a peripheral wall of the cylindrical portion. A fluid introduced from the fluid introducing passage flows into the cylindrical portion of the cylindrical member through the holes so as to generate a swirling flow, and flows out from the housing and the cylindrical member.

The fluorine resin containing layer contains a fluorine resin and at least one organic resin selected from a polyester resin, a polyacryl resin, a polyolefin resin, a polyurethane resin, and a polycarbonate resin. An amount of the fluorine resin ranges from 1 to 200 parts by weight with respect to 100 parts by weight of the organic resin. When a thickness of the phenol-modified silicon compound layer is t2 (μm) and a thickness of the fluorine resin-containing layer is t1 (μm), a ratio of t1 to t2 ranges from 0.05 to 50 so that dimensional accuracy and mechanical properties are increased.

The airbag rupturing groove forming apparatus has a rupturing groove former for forming the airbag rupturing groove by protruding a metal blade at the back side of the vehicular interior member. First and second blade detectors confirm the presence or absence of the blade protruded into the vehicular interior member individually at detecting positions that are different in the thickness direction of the surface layer. An edge position deciding unit decides whether the blade is detected by the second blade detector, although the blade is not detected by the first blade detector.
