Abstract: Methods and apparatuses for a User Equipment (UE) to monitor the Physical Downlink Control Channel (PDCCH) appropriately in order to reduce power consumption and perform Contention Resolution for a Random Access (RA) procedure in a Non-Terrestrial Network (NTN). The UE can perform a Msg3 transmission during a RA procedure in a NTN and start a RA contention resolution timer in the first symbol after the end of the Msg3 transmission plus a timing offset. In response to expiry of the RA contention resolution timer, the UE determines whether to consider Contention Resolution not successful based on at least whether the RA contention resolution timer expires during a time duration of the timing offset after a Msg3 retransmission.

Abstract: A method and apparatus are disclosed. In an example from the perspective of a User Equipment (UE) configured with uplink (UL) spatial multiplexing and UL skipping, the UE receives, from a base station, two UL grants for a Transmission Time Interval (TTI). The UE generates two Medium Access Control (MAC) Protocol Data Units (PDUs) for the TTI, wherein a first MAC PDU of the two MAC PDUs is able to accommodate all available data of the UE. The UE transmits the two MAC PDUs to the base station.

Abstract: A method and apparatus are disclosed. In an example from the perspective of a User Equipment (UE) configured with bundled transmission, the UE initializes a configured uplink grant. The UE performs a plurality of transmissions within a bundle of a Medium Access Control Protocol Data Unit (MAC PDU) using the configured uplink grant. The UE stops a Discontinuous Reception (DRX) timer in response to a first transmission of the plurality of transmissions, wherein the DRX timer is not stopped in response to one or more second transmissions of the plurality of transmissions. When the DRX timer is running, the UE monitors a downlink control channel for an uplink grant for retransmission.

Abstract: Methods, systems, and apparatuses are provided for User Equipment (UE) Timing Advance (TA) reporting in a wireless communication system. The UE can appropriately trigger the TA report with the different configurations by system information (e.g., for Random Access (RA) procedure, for TA report during RA, etc.) and dedicated signaling (e.g., for Radio Resource Control (RRC) connected mode, for event-triggered TA report, etc.). A method for a UE in a wireless communication system can comprise receiving a first configuration of TA report, receiving a second configuration of TA report, and determining whether to trigger a second TA report upon receiving the second configuration based on whether a first TA report has been transmitted to a serving cell.

Abstract: A method and apparatus are disclosed. In an example from the perspective of a User Equipment (UE), the UE receives, when the UE is in Radio Resource Control (RRC) connected state, a first Radio Network Temporary Identifier (RNTI) in a first RRC message. The UE monitors, when the UE is in RRC connected state, a Physical Downlink Control Channel (PDCCH) using the first RNTI. The UE receives a second RRC message indicative of the UE transitioning from RRC connected state to RRC inactive state. The UE determines an RNTI, comprising the first RNTI or a second RNTI, based on whether or not the second RRC message comprises the second RNTI. The UE monitors, when the UE is in RRC inactive state, the PDCCH using the RNTI.

Abstract: Methods, systems, and apparatuses are provided for mobile terminated small data transmission in a wireless communication system. A User Equipment (UE) can apply Downlink (DL) Semi Persistent Scheduling (SPS) in a Mobile Terminated Small Data Transmission (MT-SDT) procedure. The UE can handle the configured DL assignment for DL SPS. A method for a UE in a wireless communication system can comprise receiving one or more configurations of DL SPS for Radio Resource Control Inactive (RRC_INACTIVE) state, initiating a MT-SDT procedure in response to receiving a paging indicating MT-SDT, receiving, in RRC_INACTIVE state, one or more DL transmissions using a configured DL assignment for the DL SPS during the MT-SDT procedure, and keeping the one or more configurations of the DL SPS and entering RRC_CONNECTED state in response to receiving a RRC resume message during the MT-SDT procedure.

Abstract: Methods, systems, and apparatuses are provided for User Equipment (UE) location reporting in a wireless communication system to facilitate efficiency in measurement reporting in Non-Terrestrial Networks (NTNs). A method for a UE in a wireless communication system comprises receiving a first configuration to trigger measurement reporting based on a first event that distance between the UE and a first reference location of a serving cell becomes larger than a distance threshold and distance between the UE and a second reference location of a first neighbor cell becomes shorter than another distance threshold, and triggering a first measurement report based on the first event, wherein measured radio condition of the first neighbor cell is omitted or not included in the first measurement report.
