Abstract: An actuator and a vehicle operation system with the actuator. The actuator includes a housing unit composed of a combination of internal components including a motor, a housing and a cover. A pair of terminals conveys external power to the motor. A terminal holder holds die pair of terminals. The terminal holder is accommodated in the housing unit as a sub-assembly separately from the housing unit.
