A matrix material is selected from a group of appropriate types of matrix materials. The Young's modulus, E.sub.c, and the shear modulus G.sub.c, are calculated for the composite. Mathematical formulas are provided for calculation of upper and lower bounds of transverse stiffness, B. A mathematical formula is provided for calculation of critical comprehensive stress, P.sub.c. Transverse stiffness, B, is involved as one of the factors in this formula. Either one or the other of the upper bound of B or the lower bound of B are alternatively applied in calculating P.sub.c, depending upon a consideration related to the shape of a cross section of the structural member into which the composite is to be formed. If the shape of the outline of such cross section includes at least one angular break, then the lower bound of B is applied in calculating P.sub.c. If the shape of the outline of such cross section is curvilinear in its entirety, then the upper bound of B is applied in calculating P.sub.c. A structural member subjected to load values below P.sub.c will be free from load-induced microbuckling with a high degree of certainty.

An underwater self adjusting displacement device includes a sealed housing having an exterior wall and an inner component area, the exterior wall having an opening formed therein. A sealing plug is slidably seated in the opening of the exterior wall, and an actuator mechanism selectively adjusts the sealing plug within the opening, thereby adjusting a total displacement of the sealed housing. The displacement device is incorporated into any substantially neutrally buoyant underwater deployable device such as an acoustic countermeasure device or an oceanographic sensor device. Further, the deployable devices may be deployed individually or as a field due. The displacement device requires less weight and weight within an overall deployed device, enabling large deployments and performance enhancements.

An acoustically isolated structure for use on a high temperature pipe in aluid environment is disclosed. Thermal insulation is provided radially outward from and adjacent to the pipe, and a sleeve is located on the outer surface of the insulation preventing environmental fluid from damaging the thermal insulation. A spacer is joined to the sleeve to position an acoustical barrier away from the pipe. The spacer allows environmental fluid circulation between the sleeve and the acoustical barrier.

The isolation mount comprises an isolation collar made of an elastomeric material that surrounds at least a portion of the device. A device mounting member made of rigid material is coupled to one end of the isolation collar, for mounting to the device, while a hull mounting member made of a rigid material is coupled to the other end of the isolation collar for mounting to the hull structure. At least a portion of the device is received within a device receiving region formed by the device mounting member and the isolation collar. The isolation mount is adapted to be used with an existing mounting arrangement, such as around an existing aperture in a hull structure, and is capable of providing a waterproof mount.

One end of the sleeve is fixed to a simulated pipe flange and sealed by a coaxial overlapping seal. The other end of the flange is connected to an adapted ring by a similar seal. Another such seal is used to connect the two segments of the sleeve.
