    Abstract: A decoder including a receiver and a processor configured to receive an encoded bitstream containing a motion vector (MV) candidate index for a current block. The processor is coupled to the receiver, and configured to obtain precisions of candidate motion vectors (MVs) corresponding to neighboring blocks of the current block, perform first rounding of the precisions based on a rounding scheme, perform second rounding of the candidate MVs based on the first rounding, perform pruning of the candidate MVs, generate a candidate list based on the second rounding and the pruning, and select one of the candidate MVs from the candidate list for decoding the current block based on the MV candidate index.

    Abstract: Embodiments provide an apparatus and method of partitioning of an image or an image slice. In particular, on an image processing apparatus, the image or image slice is split into an integer number of coding tree units in both vertical and horizontal directions. Boundary coding tree units are then at least partially forced-split so that at least one resulting coding unit is a result of binary-tree partitioning, i.e., includes a coding unit which is longer on one side than on the other side. The longer side is parallel or concurrent to the image or image slice boundary. Recursively partitioning coding units that span the picture boundary without the requirement for signaling partition information in a bitstream can be achieved.

    Abstract: A video decoding device receives a bitstream including a prediction block and a residual block with coefficients transformed by a Spatial Varying Transform (SVT). The video decoding device determines a type of SVT employed to transform the coefficients in the residual block and determines a position of the SVT relative to the residual block by determining a candidate position step size and a position index for the SVT. The video decoding device applies an inverse transform to the coefficients based on the SVT type and position to create a reconstructed residual block. The video decoding device applies the reconstructed residual block to the prediction block to reconstruct a video block and reconstructs a video sequence for display, the video sequence including a video frame that includes the reconstructed video block.

    Abstract: A prediction method includes: performing downsampling on a luma component of a to-be-processed image block to obtain an initial signal of the luma component; obtaining a residual signal of the luma component based on the obtained initial signal of the luma component; obtaining a residual signal of a chroma component of the to-be-processed image block based on the chroma component of the to-be-processed image block without downsampling. The method further includes: respectively performing a transform on the residual signal of the luma component and the residual signal of the chroma component, to obtain transform coefficients, performing quantization on the obtained transform coefficients, to obtain quantization coefficients, and performing entropy encoding on the obtained quantization coefficients to obtain a bitstream.
