    Abstract: The present invention provides a method and an apparatus for processing network configuration, and a radio network controller. The method includes: establishing a neighboring cell relationship between a macro cell and a generic access network cell, where the neighboring cell relationship is a neighboring cell mapping relationship between a radio network controller of the macro cell and a generic access network controller of the generic access network cell, and more than two generic access network cells share one generic access network controller; and when a handover of a user equipment from the macro cell to the generic access network cell occurs, sending a measurement control message to the user equipment according to the neighboring cell relationship between the macro cell and the generic access network cell.

The control device determines address information of a camera device, where a first UVC port and a first virtual network port are configured on the camera device, and the first UVC port and the first virtual network port are obtained based on configuration of a USB port of the camera device.     Abstract: Embodiments of the present invention disclose a method and an system for managing radio resources, a radio network controller, and a base station. The method for managing radio resources mainly includes: acquiring respective resources occupied by at least two types of bearers in a cell; comparing the acquired respective resources occupied by the at least two types of bearers; and reducing a congestion threshold of the cell and/or reducing a service rate of the bearer with a low bearer level when it is determined that quality of service (QoS) of the services of different bearers is unfair. The method and the apparatus for managing radio resources, and the radio network controller in the embodiments of the present invention may improve QoS fairness of services of different bearers, thereby preferably implementing management of radio resources.
