    Abstract: This application discloses a measurement method and apparatus, and a device. The method includes: the terminal device divides all neighbors detected on a same measurement frequency into at least two measurement groups, and performs RRM measurement separately on the at least two measurement groups based on an RRM measurement parameter corresponding to each measurement group, where the at least two measurement groups are in a one-to-one correspondence with at least two RRM measurement parameters, and the terminal device has different power consumption when performing RRM measurement on the at least two measurement groups based on the corresponding RRM measurement parameters.

    Abstract: A method for indicating to skip PDCCH monitoring and an apparatus are provided, to indicate, by using downlink control information, a terminal device to skip PDCCH monitoring. After a network device sends DCI that includes PDCCH skipping indication information to the terminal device, the terminal device determines, based on the PDCCH skipping indication information, not to monitor a PDCCH in a first time interval. In this way, the DCI is used to indicate the terminal device to skip PDCCH monitoring, and specific signaling used to indicate to skip PDCCH monitoring is clarified, thereby saving energy of the terminal device.

    Abstract: This application discloses a communication method and apparatus. A terminal device receives first information from a network device. The first information indicates that the terminal device is to skip PDCCH blind detection. The terminal device determines a start moment of a first time period based on the first information. The terminal device stops the PDCCH detection within the first time period from the start moment of the first time period. The terminal device determines a time from which the PDCCH detection is actually stopped, so that the network device and the terminal device can have consistent understanding for the time from which the terminal device actually stops the PDCCH detection, to improve resource utilization and reduce power consumption of the terminal device.

    Abstract: This application discloses a message transmission method. User equipment may receive a power saving message from a network device, where the power saving message carries indication information of a short message, and the short message includes at least one of the following: a public warning system notification or system information modification information. Then, the user equipment obtains the short message from the power saving message. In this way, when the user equipment is in a connected state, the user equipment may obtain the short message by using the power saving message, for example, a PoSS, instead of by monitoring a paging PDCCH; and when the UE is in a sleep state, the UE is not woken up to monitor the paging PDCCH. This reduces power consumption of the user equipment in the connected state.
