The method includes: A network device sends first signaling, indicating a terminal device to initiate random access on a first random access occasion; after receiving the first signaling, if the terminal device cannot complete the random access or data transmission after the random access, for example, stored energy of the terminal device is insufficient, the terminal device may send first indication information to the network device, indicating that a first terminal device cannot complete the random access or data transmission after the random access; and after receiving the first indication information, the network device may send second signaling, indicating the terminal device to initiate random access on a next random access occasion (namely, a second random access occasion) after the first random access occasion.
