The ratio of fluorine atom present in an outermost surface of the overcoat layer as measured with energy dispersive X-ray analysis (EDS) is from approximately 1.0% by mass to approximately 20.0% by mass. The invention further provides a process cartridge, an image forming apparatus, and a method of producing the electrophotographic photoreceptor.
