Abstract: The method is applied to an electronic device; a memory of the electronic device includes at least a basic partition, a first static partition, and a second static partition; a first vendor country file is loaded when the electronic device starts from the first static partition, and a second vendor country file is loaded when the electronic device starts from the second static partition. The method includes: obtaining an operating system upgrade package that includes a third vendor country file; writing vendor country content of the third vendor country file into the second vendor country file; restarting to enter a recovery mode; restoring factory settings of the electronic device; and restarting, starting from the second static partition, creating a vendor country configuration file in the initialization step after a second restart, and writing vendor country content of the second vendor country file into the vendor country configuration file.
