Abstract: Embodiments of this application provide a configuration information obtaining method and an apparatus, which may be applied to a scenario in which a terminal device obtains an RNTI. The terminal device may be in RRC inactive mode. The method may include: obtaining a cell identifier, and obtaining first configuration information based on the cell identifier, where there is a correspondence between the cell identifier and the first configuration information, and the first configuration information is used to configure an RNTI; and performing one or more of the following operations based on the first configuration information: receiving downlink control information, receiving downlink data, sending uplink control information, or sending uplink data.

Abstract: A network device sends downlink control information to a first terminal device. The downlink control information includes: time domain resource information, where the time domain resource is a time domain resource on which a first data channel is located; and frequency domain resource information, where the frequency domain resources are a frequency domain resource on which the first data channel is located and a frequency domain resource on which a second data channel is located. The second data channel is located on a time domain resource different from the time domain resource on which the first data channel is located. The first terminal device receives, on the determined time domain resource and frequency domain resource, a signal that is located on the first data channel and that is from the network device.

Abstract: Embodiments of this application disclose an access method and an apparatus. The method includes: a network device sends, in a first cell, information that indicates characteristic information of terminals allowed to access the first cell. A terminal determines, based on the indication of the information, whether to access the first cell. Alternatively, the terminal reports, in the first cell, characteristic information of the terminal to the network device, and the network device determines, based on the characteristic information reported by the terminal, whether to allow the terminal to access the first cell.
