Techniques to search for signals while in an out-of-service state are described. In an aspect, a network entity may collect information for wireless devices within a designated area, determine at least one search parameter (e.g., a scan rate) based on the collected information, and provide the search parameter(s) to wireless devices within the designated area. The wireless devices may perform searches for signals in accordance with the search parameter(s) when they are out of service. In another aspect, a wireless device may collect information related to out-of-service events encountered by the wireless device, send the collected information to the network entity, receive the search parameter(s) from the network entity, and perform searches in accordance with the search parameter(s) when out of service. In yet another aspect, the wireless device may determine the search parameter(s) based on the collected information.

The one or more channels are prioritized on a preferred roaming list based on the geographic information, and it is determined whether any of the prioritized one or more channels on the preferred roaming list are also on a most recently used (MRU) list. The mobile station attempts to acquire at least one of the prioritized one or more channels that is also on the MRU list.

Disclosed are systems, methods and computer program products for better system reselection (BSR) in a multi-system wireless communication environment. In one aspect, the BSR procedure provisions a mobile device to determine if a currently-registered wireless communication system is the most-preferred system among systems of a similar technology and among systems of different technologies identified in the device's combined preferred roaming list (PRL). The mobile device then activates an intra-system BSR timer if the currently-registered system is not the most-preferred system among systems of similar technology and an inter-system BSR timer if the currently-registered system is not the most-preferred system among systems of different technologies. Upon expiration of the intra-system BSR timer, the mobile device searches for a more-preferred system among systems of similar technology. Upon expiration of the inter-system BSR timer, the mobile device searches for a more-preferred system among systems of different technologies.

Systems and methodologies are described that facilitate optimum technology selection within multi-modal configurations. A multi-mode mobile device can select and/or utilize a particular technology, system and/or configuration to provide optimal quality of service (QOS) in terms of various characteristics. For instance, an optimum technology can be selected and employed for a service request based upon performance, cost, power consumption, interference levels, and the like. The multi-modal mobile device can obtain characteristics of a plurality of technologies during idle states. The characteristics can be analyzed in order to generate a QOS table that provides relative rankings of the plurality of technologies in terms of service request type and the obtained characteristics. The QOS table can be utilized to select an optimum technology upon initiation of a service request.
