Preferably, the control station 5 determines the number of groups as a number smaller than the number of cells constituting a closed cluster. The control station 5 determines the groups to which the cells belong, so as to keep constant shortest distances between cells belonging to the same group. Then the control station 5 determines a frequency band to be assigned to a cell belonging to a determined group, in each of the group units, and assigns different frequency bands to the respective groups.
