The carbon layer is constituted by carbon powder and a first binder. Carbon black, carbon nanotube and the like may be used as carbon powder. The thickness of the carbon layer is preferably greater than that of the solid polymer electrolyte membrane.

An MEA is comprised of a solid polymer electrolyte membrane, an anode and a cathode.
