Provided is a liquid combustion catalyst composition comprising an ionized metal compound or a complex ionic combustion catalyst composition which comprises an ionized metal compound and which has a hydrate form dried at 100° C. or less, wherein the composition is characterized in that one or more metal compounds selected from Mg, Ca, Mn, and Zn are dissolved in nitric acid or ammonia water to form one or more metal ions selected from Mg, Ca, Mn, and Zn.
