A method and apparatus may be configured to receive, by a user equipment, offloading assistance information from a network element of a first network. The method may also comprise receiving, by the user equipment, at least one offloading related policy for offloading traffic to at least one second network. The offloading related policy may comprise a policy validity criterion that takes the offloading assistance information into account. The method may also comprise applying the offloading related policy in the user equipment if the policy validity criterion is met.

A User Equipment including at least one processor, and at least one memory for storing instructions to be executed by the processor, wherein the at least one memory and the instructions are configured to, with the at least one processor, cause the User Equipment at least: to conduct a processing for deciding whether or not it is acceptable to divert at least a part of a communication traffic of a communication currently conducted by the User Equipment with a first communication network to a second communication network, in case the decision is that it is not acceptable, to prepare a report indicating that the diversion of the communication traffic to the second communication network is not conducted, and to cause a transmission of the report to the first communication network.

Abstract:
Various communication systems may benefit from load balancing. For example, wireless communication systems may benefit from controlled load balancing between access networks with various policies from different sources. A method can include selecting a rule to apply to a user equipment with respect to selection of radio access between cellular radio access and non-cellular radio access. The method can also include sending a traffic steering command to the user equipment, wherein the command contains an indication of the rule.
