Abstract: Various communication systems may benefit from improved network signaling or attachment. A method, in certain embodiments, may include receiving at a network node an initial attachment request message from a user equipment. The method may also include issuing a back-off timer when accepting the initial attachment request from the user equipment. The back-off timer may include a duration of time in which the user equipment is not allowed to reattach to a network. In addition, the method may include receiving at the network node another attachment request message from the user equipment. Further, the method may include determining whether the duration of the back-off timer has lapsed, and rejecting the another attachment request from the user equipment when the duration of time of the back-off timer has not lapsed.

Abstract: Various communication systems may benefit from load balancing. For example, wireless communication systems may benefit from controlled load balancing between access networks with various policies from different sources. A method can include selecting a rule to apply to a user equipment with respect to selection of radio access between cellular radio access and non-cellular radio access. The method can also include sending a traffic steering command to the user equipment, wherein the command contains an indication of the rule.

Abstract: A base station includes a receiver configured to receive, from a user equipment, a request to establish a service to the base station. The base station also includes a processor configured to determine, in response to receiving the request, whether the request is serviceable within a default time interval. The base station further includes a transmitter configured to transmit an acknowledgment comprising information indicating an extended time interval in response to the base station determining that the extended time interval is needed to successfully complete the request. The user equipment includes a receiver configured to receive the acknowledgment from the base station. The user equipment also includes a timer configured to start and run for a default time in response to transmission of the request. The timer is modified in response to receiving the information indicating the extended time interval.
