The SWS has base and a plurality of convex portions arranged on a surface of the base, and is made of a mixed material obtained by dispersing inorganic fine particles in an organic material. The average refractive index of the SWS varies from the refractive index of air to the refractive index of the base, from a tip of each of the convex portions to the base. The inorganic fine particles exist more in a surface portion of each of the convex portions than in an inner portion of the convex portion.
