In an aspect of the disclosure, a method, a computer-readable medium, and an apparatus are provided. The apparatus may receive a priority list associated with preferred radio frequencies from a serving base station. In certain aspects, each radio frequency of the preferred radio frequencies associated with a first set of base station may operate on a first RAT. In certain other aspects, the apparatus may determine if the UE is able to reselect to the first RAT. In certain other aspects, the apparatus may perform a rank-based cell reselection procedure based on signal strength when the UE is unable to reselect to the first RAT.

A multi-subscriber identity module (SIM) wireless communication device performing early camping in initial cell selection or reselection may detect an active communication on a modem stack associated with a first SIM, and a condition requiring initial cell selection/reselection on a modem stack associated with a second SIM. In response to receiving a paging message for the second SIM, the wireless communication device may trigger a radio resource to tune to a frequency of an identified target cell of the second SIM, receive a first portion of system information broadcast by the identified target cell, and determine whether initial cell selection/reselection to the identified target cell is complete. In response to determining that initial cell selection/reselection to the identified target cell is not complete, the wireless communication device may save the received paging message, and raise a priority level for the activity on the modem stack associated with the second SIM.

Certain aspects of the present disclosure provide techniques for A method for wireless communication by a user equipment (UE), comprising initiating a timer upon reception of a first segmented packet of a plurality of packets of an RLC physical data unit (PDU) at radio link control (RLC) layer, resetting the timer when a packet data convergence protocol (PDCP) layer receives an RLC PDU from the RLC layer, and upon expiry of the timer, initiating a radio recourse control (RRC) connection reestablishment (RRE) procedure with a network.

Various aspects of the present disclosure generally relate to wireless communication. In some aspects, a user equipment (UE) may receive information identifying a recovery time associated with packet data convergence protocol (PDCP) communication using a reordering timer, wherein a distribution of recovered PDCP counts associated with the PDCP communication is associated with a configured characteristic for a packet recovery time. The UE may communicate on a link using a communication configuration associated with a correlation between the packet recovery time and a link characteristic. Numerous other aspects are described.

Disclosed are methods and apparatus for selecting a cell having a particular type of service, such as packet switched (PS) service. The methods and apparatus effect determination within a mobile device of signal strength for at least one cell and whether the at least one cell meets signal strength and path loss criteria based on the determined signal strength. A determination is then made whether the at least one cell supports PS for a PS only device, and a selection to receive service from or camp on the cell is then made when the at least one cell has been determined to support PS. By effecting such selection in PS only devices such as Class C devices, the mobile devices will have PS service for which they are designed and avoids cells having only circuit switched service that would provide no service for the PS only device.

A method for cell reselection for a mobile communication device includes: selecting a best neighbor cell of a currently serving cell for a first subscription; starting a reselection timer; performing a plurality of signal measurements on the best neighbor cell; determining if a time period indicated by the reselection timer is expired; in response to a determination that the time period is expired, determining if a second subscription is engaged in an activity having higher priority than cell reselection; and in response to a determination that the second subscription is engaged in the activity having higher priority than cell reselection, inhibiting cell reselection on the first subscription.
