Abstract: Disclosed is a method for modifying and improving the surface characteristics of a carbon substrate which comprises subjecting the carbon substrate to alternating treatment as an anode and a cathode by passage of current in an electrolytic cell wherein the carbon substrate acts as one electrode and there is provided a second electrode, both in an aqueous electrolyte solution. The modified carbon substrates impart improved mechanical properties to composite articles produced using same as reinforcing elements.
