Abstract: There is provided a content output system, a terminal device, a content output method, and a recording medium which can increase accuracy in measurement of a degree of attention to content. A content output system including a communication unit which receives a signal from a surrounding user device, an output unit which outputs content, and a control unit which determines, on the basis of user state data indicating a state of a user corresponding to a user device, which is included in a broadcast signal from the user device, that the user corresponding to the user device is paying attention to content output by the output unit when a radio wave intensity of the received signal is equal to or higher than a predetermined value.
