Abstract: A computer-implemented method for controlling bit rate includes determining a difference between a cumulative number of bits used to encode one or more slices of a frame up to and including a first slice encoded using a first coding parameter and a maximum number of bits allowed to encode the one or more slices of the frame, updating a coding parameter threshold based at least in part on a counter that indicates a number of times when one or more coding parameters used to encode the one or more slices reach or exceed the coding parameter threshold, and determining a second coding parameter used to encode a second slice of the frame based at least in part on the difference and the updated coding parameter threshold.

Abstract: A data rate control method includes determining an adjustment value of a first encoding parameter for encoding a first strip based on a quota of the first strip included in a frame that has not been encoded and based on a quota of at least one already encoded strip included in the frame. At least one of the quota of the first strip and the quota of the at least one already encoded strip relates to a number of shares of bits used for encoding a strip. The data rate control method also includes determining the first encoding parameter based on the adjustment value.

Abstract: An unmanned aerial vehicle comprises a body coupled with a plurality of propulsion systems and an imaging device; an encoder that encodes video data generated by the imaging device, and a wireless communication system for transmitting the encoded video data. The encoder includes a region of interest (ROI) control module that determines, within an image frame of the video data, a first region and a second region, the ROI control module further setting a first limit indicating a maximum value of quantization parameters for encoding each macroblock within the first region, a second limit indicating a maximum size of the first region, and a third limit indicating a minimum size of the second region. The encoder further includes a ROI monitoring module coupled to the ROI control module that estimates a first image quality of the first region and a second image quality of a second region, and the ROI control module adjusts a size of the first region and the second region according to the first image quality and the second image quality. The present application also relates to an encoding method as embodied in the encoder.

Abstract: Encoding apparatuses are provided. The encoding apparatus includes: a first buffer configured to buffer a quantized coefficient of an image block that is input by a quantization circuit; an information generation circuit configured to detect the quantized coefficient of the image block sequentially to obtain run-length encoding information; a second buffer configured to buffer the run-length encoding information generated by the information generation circuit; and a processing circuit configured to: when the second buffer stores run-length encoding information, read the run-length encoding information from the second buffer, read the quantized coefficient corresponding to the run-length encoding information from the first buffer, and output the run-length encoding information and the corresponding quantized coefficient to an entropy encoding circuit.
